New Citizen Initiatives in Mexico City

Three new citizen initiatives are being supported in Mexico City, including the prohibition of animal shows and electoral reforms. The IECM is verifying signatures to proceed with these initiatives.


New Citizen Initiatives in Mexico City

In Mexico City, various support firms back three citizen initiatives, one of which seeks to prohibit public, private, and traveling spectacles with animals, such as bullfighting and cockfights. The Electoral Institute of Mexico City (IECM) is responsible for verifying these signatures, in line with the recognition of citizens' right to propose laws or decrees through direct democracy mechanisms.

The initiatives cover topics such as 'independent candidacies,' 'access to housing for youth,' and the 'prohibition of spectacles with animals' like bullfighting, minor bullfights, among others. These proposals were submitted by the Congress of Mexico City to the IECM for evaluation, following the Citizen Participation Law of Mexico City and the Verification Guidelines.

For an initiative to be admitted in Congress for analysis and voting, the support of at least 0.13% of the individuals registered on the nominal electoral list of Mexico City is required.

Regarding the mentioned initiatives, the first addresses the reform of the Political Constitution of Mexico City and the Code of Electoral Institutions and Procedures regarding Independent Candidacies. The second proposal seeks to amend the Housing Law for Mexico City to guarantee access to housing for youth.

The third initiative, promoted by organizations such as Culture Without Torture and Movement Without Bullfighting, aims for the prohibition of spectacles with animals. The IECM carries out the verification process of the support signatures, ensuring transparency and compliance with the requirements established by the Citizen Participation Law.

During this process, the support signatures are reviewed and registered in a computer system created by the IECM. In case there are rectifiable records, promoters are given the opportunity to make corrections. The Citizen Participation Law of Mexico City establishes the guidelines for the presentation and analysis of citizen initiatives, ensuring their compliance with relevant legal principles.
